About the Director

 

Biography

​

He is a retired CSS (Central Secretariat Service) officer who took voluntary retirement after a distinguished career. A keen learner, educator, and civil servant, he is a firm believer in the saying: “Think globally, act locally.” He enjoys social work and community engagement.

Born and raised in humble circumstances, he was brought up by his grandmother in a small family of just the two of them. After her passing when he was in Class 10, he began staying with close relatives. Despite financial hardships, he prioritized education, supporting himself by giving tuition, teaching in private schools, and taking up various jobs.

A curious mind from a young age, he regularly listened to international news and English programs on stations such as VOA, Radio Moscow World Service, Radio Netherlands, Radio Hanoi, and Radio Australia World Service since Class 7. He completed his schooling at Lamboikhongnangkhong High School.

He has lived and worked in both remote villages and major cities across India and abroad. His deep community associations in Manipur include Rengkai Village (Churachandpur), Tuinem (Ukhrul), Kumbi (Bishnupur), and Thoubal, among others. His international exposure includes visits to prominent institutions like the European Parliament, HM Treasury (UK), and official visits to Belgium, Germany, the Netherlands, France, Switzerland, and more.

 

Professional Experience

With over 15 years of teaching experience, he also held numerous administrative and policy roles in central and state governments. His career covered areas such as:

• Administration and Establishment

• Vigilance and Anti-corruption

• Implementation of social sector schemes under the World Bank, ADB, and various government programs

• Management of Centrally Sponsored Schemes (e.g., Horticulture Mission for North Eastern & Himalayan States and MIDH)

• International relations, managing agreements with 40+ global organizations

• Coordinating Group of Secretaries meetings and policy affairs

He worked with various esteemed organizations, including:

• Ministry of Agriculture & Farmers Welfare

• Ministry of Information & Broadcasting

• Department of Supply

• Directorate General of Supplies & Disposals

• Union Public Service Commission (UPSC)

• National Highways Authority of India (NHAI)

• National Rainfed Area Authority

• Press Information Bureau

• Government of Manipur

His held roles include:

• Manager (2008)(Vigilance/Administration), NHAI (equivalent to Deputy Commissioner in the districts of Manipur)

• Under Secretary to the Government of India

• Senior Scale Officer of All India Services(AIS) on deputation to Manipur

• Joint Director, Press Information Bureau

• Deputy Secretary to the Government of India

• Director, Central Institute of Horticulture

 

Academic Background

​

• Opted for Additional Mathematics & Mechanics in Class 10 (BSEM, 1984)

• Studied Physics, Chemistry, Mathematics, and Statistics in Pre-University (Manipur University)

• Graduated with Mathematics as the core subject

• Completed Master of Marketing Management (Equivalent to M.Com in Marketing)

• Earned MBA with specialization in Human Resources

Current Engagement

Post-retirement, he is dedicated to educating and mentoring children, using the best available technologies. He draws from his personal struggles and career journey to inspire students to overcome life's challenges and pursue education passionately. His deep understanding of rural, urban, national, and international systems makes his guidance particularly valuable.

He believes many children fail to realise their dreams due to a lack of understanding of life's practicalities. Through his mentorship, he helps bridge this gap, making him a true role model for youth navigating complex realities.
